Im here in US already,i was in Canada so i used canadian bank of mine to issue a bank daft in hongkong dollar. try to go PNB,hopefully they will issue you... I guess all banks will do it as long as you have bank account on them. Banks will not issue or even helpful with our needs if we dont have account on them,valued costumer ika nga.....

I studied in FCIC,i know few friends in your place. The letter that i mean is the packet 3, the inside of that letter will inform you that they receive your application from the NVC and that you are ready to comply their requirements some embassy will put in the link in the letter that you can download the packet. Have you receive that kind of letter? All i know packet 3 letter will arrive before you can schedule the interview...im not sure in your case though. My embassy is Vancouver,Canada,what about yours? i sent it through post office but special delivery so that i can trace my documents.
just read your rply i was been tired and sleepless ;-( i appreciate u for being so helpfull.i studied in in FCIC too during my high school days.US embassy is mine and our case is from calif.one more thing cris what bank did you made your bank draft?and is it on hongkong dollars or us dollars i went to metro bank to ask for the bankdraft but they can not issue hongkong dollar.i will be working with this today again coz my fiancee called up hongkong police dept.wish u r still in hilongos and can meet one day!!!enjoy life..ug maayung buntag!!!daghang salamt sa help.

@ doelin,which part of Baybay Leyte you are? Im from Hilongos,Leyte but i finished my college in Baybay. I applied my police certificate last week of March 2012... It took 4 weeks from the time they receive it in hand to the time they sent it to the embassy,excluding the post office time.

It will take 4 weeks to process. Try to go www.police.gov.hk im not sure the exact website but you can google it. They have few requirements in applying a Police clearance including a copy of your packet3(letter) from US embassy. They call it Certificate of No Conviction and they are the one who send it directly to the US embassy.

Good luck, I think having your friend drop the package off and pay is your best bet. We were going to do that but my friend had to fly to the US during that time.

IF you were there you could use octopus card (with balance of course), but otherwise you need a check. I think if you just send a copy of your NOA2 and a print out from the website showing police clearance required it (along with the fingerprints, application and check) you would be fine.
Good luck, it's another frustration added to all the ones you had to endure earlier.
hi shawn good day,,, :-) yeah u r right another frustration!but i am lucky to have you people helping me. u and the rest of the guys who give me advice is a big help to me and my fiance(e)it relieve some of those frustration.i am pretty sure that this police clearance will be the cause of the delay on my processing ;-( hope the embassy will ask me this requirement ;-)

Embassy does not send a packet, everything is done online. Just follow the list/links I provided.
After your visa is approved they will return your passport along with a packet that is clearly marked DO NOT OPEN protect that envelope so it does not get torn as you give that to the Immigrations Officer at POE.

you just have to make sure that they already have your case in USEM,because if they don't have yet..once you made an appointment online it will be invalid,called them! If you already have your NOA2. They don't send packet anymore,I didn't received any.

and more than likely you will never get anything from them. Go to BPI, pay your fee and schedule your appointment. My wife has been here since Nov 2011 and we never got anything from the USEM.
Or just do what Hank said.. I did not see that. he is dead right on.. Someone needs to pushpin that. It has to be posted many times per week.

We didn't get ours started until after the interview, and the Embassy gave us a letter stating they needed it then. Also getting a bank draft made out to Hong Kong dollars is extremely frustrating. I had to open an account at a specific bank here then mail it to my fiancee...then LBC refused to send a letter with a check inside. If you still know somebody trustworthy in HK it may be better to send your packet to them and transfer money.
They say it takes 3-4 weeks for the Certificate of No Criminal Conviction (CNCC) and so far we are in the fourth week and still waiting

hi shawn,iknow y had give me some idea before.but,this police clearance bit make me and my fiancee stress i wanted to o ahead for an interview but my fiancee argued to that i should comply fist all the requirements including this police clearance from hk which i said how can i inquire request letter from the embassy.my god this whole process is so stressful..thank you again shawn for the help,hope you can have a news soon from hk police.by the way can we just send them hk currency?i have my octupos card but i think it is out of balance.

Embassy Manila no longer sends instruction packages to fiancé(e) (K1) visa applicants. We notified you in writing on February 23, 2012 that she is eligible to be scheduled for a visa interview at the Embassy.

You shouldn't be waiting for a letter from the embassy... people can get covered in spider webs doing that! We never received the instruction letter from the embassy.
Do this:
Manila Embassy:
After NOA2 AND YOU HAVE YOUR MNL # (don't need to wait for the letter from the embassy )
Once you have your MNL # you can take your passport and required visa fee (in Php) to BPI and pay your visa fee. The embassy website states that within 4 hours of paying at BPI you can schedule your interview appointment but most times it seems to take about 24 hours.

When scheduling online with the embassy you need to include the "XX" at the beginning of the passport number, your passport number IS your receipt number (normally).
Priorty Date; this is the date the NOA 1 was accepted.
Make sure to print two copies of the interview confirmation page as you will need one for St. Luke's and the other (maybe, they might mail the interview letter) for the embassy.

Required documents & "OTHER DOCUMENTS" they ask for at CFO: copies of; CENOMAR, certified birth certificate, bio page of passport, visa page from passport, pictures together, from USC - bio page of passport, birth certificate, divorce decree (if been married before) are the most common. The "other documents" clause can be ANYTHING with those nit-wits at CFO.
** From the Family Code of the Philippines: it's 21-25 years old for advice and 18-21 years old for consent.
Art. 14. Art. 15. Any contracting party between the age of twenty-one and twenty-five shall be obliged to ask their parents or guardian for advice upon the intended marriage. If they do not obtain such advice, or if it be unfavorable, the marriage license shall not be issued till after three months following the completion of the publication of the application therefor.A sworn statement by the contracting parties to the effect that such advice has been sought,together with the written advice given, if any, shall be attached to the application for marriage license. Should the parents or guardian refuse to give any advice, this fact shall be stated in the sworn statement.

call the manila embassy. (632) 982-5555 (632) 902-8930. i did email the manila embassy coz im worried and waiting also for the hard copy coming from them. they emailed me back stating no need to wait for the hard copy. i confirmed the email when i call their no. and its ok. theyve got the paper from NVC already. i scheduled my interview online. and while waiting for my interview date, the hard copy from them(USEM)arrived.

You need a letter from the US Embassy to get the police clearance. Keep the original & just send the photocopy ... which is clearly stated below.
Notes to Overseas Applicants
The issuance of Certificates of No Criminal Conviction is a charged service provided by the Hong Kong Police Force which is solely in connection with a person's application for a visa to visit or reside in another country, or for adoption of children. Applications for the Certificate for any other purposes will not be accepted.
Application Procedures and Documentation Requirements
2. Applications should be made in writing to:

4. All applications must contain the following documents:
a) A completed application form .b) A photocopy of his or her Hong Kong Identity Card / valid Travel Document.c) A photocopy of a letter from the relevant Consulate / Immigration Authority / Government Authority, which contains his or her name and clearly indicates that the production of the Certificate is required.d) A photocopy of the documents proving his or her relationship with the Principal Applicant for the application if the said letter does not contain his or her own name.e) A full set of his or her fingerprints taken and certified by a recognized police or law enforcement agency where he or she presently resides. A full set of fingerprints should include the impression of each of his or her fingers, the plain impression of the four fingers of his or her left and right hand taken simultaneously, and the plain impressions of thumbs. Certification of the fingerprints must clearly state:i. The name and rank of the person taking the fingerprintsii. The full name of the police or law enforcement agency with their official chop, andiii. The date and place takenFingerprints submitted that do not clearly show certification are not acceptable. Fingerprints taken by the applicants themselves, a legal representative or private / commercial agency are also unacceptable.f) A bank draft to the amount of HK$185 per person, made payable to "The Government of the Hong Kong Special Administrative Region". The draft must be payable in Hong Kong. A personal cheque in Hong Kong dollar which is issued and authorized by any licenced banks in Hong Kong is also acceptable.Application documents issued in languages other than Chinese or English, shall be accompanied with an official transcript, in Chinese or English, as endorsed either by the issuing authority, or a certified translation services body.
Authorization to disclose Criminal Records and Issuance of Certificate
5. The applicant can download a fingerprint consent form, an application form (online form)and a standard personal data form (online form) for completion, and then send them together with the application. He or She shall authorize the Hong Kong Police to retain the fingerprints and that details of any criminal conviction recorded against him or her in Hong Kong can be disclosed to the appropriate Consulate/Immigration Authority / Government Authority without prior reference to him or her. If the aforesaid documents are not received by this office at time of application, blank forms will be sent to the applicant upon acceptance of his/her application. In the absence of the completed documents, application shall not be further processed.
6. If no criminal conviction data against the applicant in Hong Kong is located, we shall issue the Certificate and send it directly by registered mail to the relevant Consulate / Immigration Authority / Government Authority within four calendar weeks.
7. If criminal conviction data is found, both the relevant Consulate / Immigration Authority / Government Authority and the applicant will be replied with a letter advising that the Certificate could not be issued and listing out the conviction data by registered post, within the prescribed period.
8. If the applicant is under investigation by the Hong Kong Police Force, or is currently a defendant in criminal proceedings in Hong Kong, or is subject of non-payment of fine including traffic offences, his/her application will not be further processed until the matter concerned has been concluded. We shall issue a letter to the applicant informing that his/her application is pending conclusion of the matter. Once there are no outstanding matters, a Certificate or letter will be issued, in accordance with Paragraphs 6 & 7 above.
Handling of Personal Data
9. The personal data provided by the applicants will only be used for the purpose of processing their applications. Every applicant has the right to request for access and correction of his or her personal data, by sending a written request to the Chief Inspector (Support) Identification Bureau at 10/F, Arsenal House West Wing, Police Headquarters, 1 Arsenal Street, Wanchai, Hong Kong. In order to recover the administrative cost of acceding to such request, the applicant may be charged for any copy of the data requested, and in most cases, the prevailing government rate for photocopies will apply. All fingerprints and other personal data collected shall be destroyed within a reasonable period of time upon conclusion of the application process.

good day to all VJ members and readers.i am heartily needed for help regarding my worries.my fiance(e)receive NOA2 last July 24 then got our MNL case number then it was forwarded to the embassy last July 30.i started to worry coz until now i haven't receive any mail or notice from the embassy for any details or for interview.i read some articles and forum some has their interview 2 weeks after they know their case number.plz.need help and advice what to do,,it is almost 1 month
now since they forwarded our papers to the embassy..thank you and god bless everyone.
