    Well we are really lucky because the Civil Registrar is my wifes cousin.. and yes I have been here in the P.I. for 2 years. But what her cousin did was make an "advanced endorsment" where she signed and stamped the LCR copy of the birth certificate and sent it to a friend she had at the NSO so that they make the NSO copy right away..
