Have you tried to contact the visa unit at embassy?

After the interview the consul gave a piece of paper, instructions on how to get/track the visa packet together with the passport.

I'll let you know if mom receive hers.

Thanks...yeah, it has been 3 weeks.  We already contacted the visa center in Manila...the agent submitted an escalation request regarding the case status.  we immediately received an email thereafter showing proof of escalation by the agent.  we should learn from them and/or receive a response withing 1-2 business days according to the email.  Per the agent we spoke to yesterday, my Dad's case doesn't show any tracking number even if his application status says ISSUED in ceac website...it is really concerning...is your Mom located in Manila? (if you don't mind me asking...).  thanks.

My mom received her visa dec 21, 2018.
