I was advised to put only the trips outside Germany since being stationed in Germany counts as being in the US. Just make sure you include a copy of the orders with your name on it.

I believe only trips to Russia count as abroad. But I would attach an explanation about being in Germany on military orders with a copy of those orders.

No Ma'am. You still have to pay the biometrics fee even if you send your own fingerprints. USCIS will return your application if fees are missing. They still have to "process" your fingerprints so that's what your fee is supposed to be for.
