  1. Have you tried the local police station rather than NBI? The DOS website does say that prints taken at a local police authority will be accepted and while living overseas my husband and I were able to go to a local police station and have his prints taken for a foreign authority.

  2. DOES ANYONE KNOW WHERE WE CAN GET FINGERPRINTED THAT WILL BE ACCEPTED BY FOREIGN AGENCIES?

    Sorry for the caps! I'm just so darn frustrated! My fiancee needs to go back on April 2 to get her NBI clearance and the NBI will not do the fingerprint impressions that we could send to Singapore. She was told we need to get it from Manila at the DFA! I'n gonna call SPF again to see if they will accept one from a police station that doea police clearances.

    Folks in the Philippines, can you help and inquire with local agencies?

  3. Here's the Complete info. (MOD, can you put this up top or make it a sticky?)

    Important:

    Make sure the request letter from the embassy states that "THE STATUTORY DECLARATION IS NOT ACCEPTABLE" Without this line on the US Embassy request letter, an appeal would be necessary and I'm not even sure how you'd do that. I imagine you'd have to do that in persson. SO TO ELIMINATE THAT STEP, MAKE SURE THE STATEMENT IS ON THE LETTER!!!

    1) Make sure a Manila Number has been issued by the NVC.

    2) If possible, go to Window 38 at the US embassy in Manila if not,

    email: IVMANILAREPLIES@STATE.GOV

    ***Request for the consulate to issue a letter officially requesting the Singapore Police Force to release

    a COC or certificate of Clearance. Make sure that the letter states that "A STATUTE OF

    DECLARATION IS NOT ACCEPTABLE". (It is important this statement is on the letter)

    The US embassy can send this to you by Mail or by email.

    3) Download the form and follow the instructions. Mail it to SG along with the letter from the consulate and

    all the requirements of the COC.

    a) A set of applicant’s fingerprint impressions (ten prints). Applicants applying in

    person will be fingerprinted at COC office at the time of application. For application

    by post from overseas, the applicant must submit a set of his/her fingerprint

    impressions taken by a qualified Fingerprint Officer at an authorised office of the

    country he/she is now residing. (Just checking today if this can be done at the NBI)

    b) A photocopy of applicant’s valid passport (showing particulars page).

    c) Two recent passport-sized photographs.

    d) Photocopy of document from relevant consulate/immigration authority/government

    bodies to establish that the certificate is required by such authority. All documents

    are to be translated to English if written in other languages

    Processing fee is S$45.00 per application. Payment can be made by cash, NETS, cash card, or

    credit cards (VISA/MASTERCARD) for walk-in application. Application sent by post (from

    overseas) must be accompanied by a bank draft made payable to ‘Head Criminal Records

    CID’ through a Singapore-based bank. In addition to the processing fee, a postage fee of

    S$5.00 must be included in the payment (total S$50.00) if the COC is to be mailed. Payment

    is non- refundable once the application is processed.

    ***Note about Payment: It can be from any bank from any country as long as it is valid in Singapore and in SG$!!!

    4) SPF will take 10 working days to process and can only send the COC to the US Embassy in Manila or whichever

    embassy requested it for non SG Permanent residents or citizens.

    5) Check with the US Embassy Immigrant division if they have the COC. Once received, they will attach it to your file.

    I hope this helps all of you in the same boat. I'll ask my fiancee to ask one of her friends to hand deliver the letter to SPF and pay the fee as well. We'll just send them money ahead of time.

The best way to protect yourself in the Philippines is to stay away from trouble cuz I can guarantee you'll realize quickly that you brought a box cutter to a gun fight! Most filipinos just like talking to Americans... Be cool and friendly... They wont mess with you if you don't mess with them.

  5. You NOA2 was not until the 29th... wait the 7-10 days before calling. Why be annoying...

    I was just kid'n. Nah!!! I don't think I was annoying but I was very persistent and i got things done much faster than I could have if I just waited.

    I've heard of people getting their MNL# in a couple days, I have to keep try'n! An extra day of waiting is just too long. You all know that. :)

  6. I just called the national cust svc number hoping I'd get some info on when my peitition will be sent to the NVC so I can start tracking it. I was told that it does not go to the NVC that it will be sent directly to the consulate at the country of the beneficiary. Does that make sense? All this time I thought it goes to NVC then to the embassy. I was also told the process could take up to 90 days. I'm thinking the kid was reading off an incorrect script.

    How do i find out when my petition was sent to the nvc?

  7. Haha i already tried to call yesterday but they were closed due to a power outage. I called this morning and they dont have our file yet but I knew that. For my sanity though, I'll call them everyday anyway. Haha. I have been consistently annoying during this whole process and that got things done so I don't see any rason to stop now. Hahaha!

  9. If you have worked or lived in SG for more than a year,then you need to get clearance.If not,no need to worry.Been there,done that.

    Yeah it's one year from I-130 or CR-1 for K1 it's 6 months.

    I think I have the How-to. I'll post it up top so everyone can benefit from my aggravation and probably $600-dollar phone bill. Ha ha!

  10. Spoke to US Embassy in Manila. They dont have our info yet cuz we just got approved yesterday. They said once i have a Manila case#, we can go to Window 38 and request for a letter to request the SG Police force to release a clearance but she said even then some are getting issued and some are not. And that the consular officer want the applicant to at least try. I think this is a lot of bull!!! If they know a country is no longer doing a process, they should stop asking people to go through hoops thats not even 100% that its gonna work or ask fir something else.

  11. I just looked at that app form for COC and its for Singapore Citizens only. You'll need something from the US embassy that you need it but once again the main requirement is that yo be a Singapore Citizen.

    I'll call them tonight and also the US embassy in Manila I'll let you all know what i find out.

    Also I wonder, my fiancee left singapore several times for a couple days so im certain she wasn't in SG for 6 months straight. I wonder if thats a loophole. Lol

  12. 1) can my fiancee start the process of acquring her NBI clearance for travel now or do we need to wait for the packet from NVC? She just told me today it takes a while to get her NBi cuz there's somebody else with the same name.

    2) she lived in Singapore for 9 months. She was on a tourist visa with a work pass. Singapore has stopped issuing CNCC to non citizens but the US embassy states she needs one if she lived in another country for over six months. Does anyone know what we nee to do to meet that requirement?

  13. Did the rfe tell you specifically what in the decree or which had an issue? Mine did. It was that it did not clearly say the marriage was terminated... It was a divorce decree duh!!! Anyway, i fixed my issue and got approved the same day they received my reply. Just follow what they ask for you'll be fine. Good luck!

  14. Got delayed by 19 days but who cares!!! I got an RFE on Feb 10 2012 cuz my divorce decree was jacked. I had to go back to court to get it modified and to wait till the 27 th to get an emergency hearing. Got it done and waited another day to get a certifief order of the modification. I sent it out express mail yesterday then I got a text this morning that CSC received my RFE Response. All afternoon I wad thinking man another week or two or three! Instead, I got a text 30 mins ago that there has been an update on the case. So i tried to logon to the site... Shaking as I typed the receipt number and there it was... Our approval!!!!

    What's next? How do I get our MNL# from NVC???

  15. I just sent my RFE response yesterday and was notified that they got it today. I checked my copies too and had everything in there but as it turned out my divorce decree did not have specific language that the marriage between John and Mary Smith are now terminated. I thought that was the officer's error being that the judgment was for dissolution of marriage meaning there wouldnt be any judgment if there was no marriage dissolved and that the parties names whos dissolution it was for was on the judgment. I had to go back to court to get an amendment on the decree which delayed me by almost 3 weeks. It should bot have been flagged though as per illinois law it was a valid decree with or without the labguage they were looking for... Anyway, it's back at CSC now hopefully it only takes a few days to geet the approval since CSC seem to be fairly quick at processing RFE's.
