    Well then tier 2 reps are almost as useless as the customer service reps. I think they have gotten so many phone calls they just say file is at NBC now so that people don't call the local field offices with questions about their case and info passes.

    Also it's evident that some now say 6 months to a year on NOA2 so people stop calling them.

  2. You are still well within processing times, so unfortunately you just have to sit back and wait it out.

    Keep checking in with uscis every two weeks or so.. only an IO can tell you if your file does get transferred.

    There are a few petitions that have been kept and processed at the nbc, although rare, it does happen.

    Yeah I understand I'm within processing times (4-6 months) but I am wondering about the transfer. My local field office has a TON of I-130's to process and more keep coming in every month so every month that my case stays at NBC the longer it will take to get acceptance.

    Is there a way to speak to someone above a tier 2 rep?

  3. Ok I filed my I-130 on Feb 22nd, and I have called 3 times late April, Early May, and yesterday. And all 3 times a tier 2 has told me its still at NBC and hasn't been transferred to a field office.

    When I ask them has it been transferred to a local field office they act like they have never heard of such a thing. "Where did you hear that" or "why would it be transferred" ummmm it says it on your website that you begun transferring i-130's to local field offices.

    So it's been over 3 months no transfer and even when I got a nice tier 2 rep he said the file is still at NBC and put in a service request for me. I called USCIS when I never got the service request letter and they said there is delays responding to service request wait another month to get the letter.

    I'm just wondering if its normal for an I-130 to be at NBC this long without being transferred to a field office? I read on here it is usually transferred in 1-2 months.

    I also read on here people calling and getting the dates to when their I-130 petitions were transferred. Yet the 3 times I called, the tier 2 reps acted like they never heard of such a thing and said it shows its still at NBC.

  4. So I called the USCIS and asked wether my case had been transferred to a local field office. The Tier 2 rep told me it had not. Last week a tier 2 rep said the same thing that the case is still at NBC.

    I received my NOA1 feb 27th, so it's been at the NBC for almost 2.5 months without a transfer.

    Then the Tier 2 rep put in a service request. I was surprised because I didn't think that my case was eligible to have a service request put in. I think that maybe because the case hasn't been transferred was the reason. Anyway he said I should receive an update on my case by mail within the next 2 weeks.

    I asked him what is the general timetable for NOA2 currently at NBC and he said right now it's at around 5 months.

  5. My timeline is showing an approval between May 8 and June 2. Thats pretty quick for MBC. How reliable is that? Usually the timeline is pretty reliable when using the regular service centers (VSC and CSC) but what about now with the MBC?

    I know it depends on your Local office and the amount of petitions it has. My local office has about 3,500 pending since Dec.

    It's intresting to see how many dec and Jan petitions are getting approved from the NBC.

  6. I got the NOA1 text/notification Wednesday Morning (Feb. 27) and my I-130 case was available online a few hours later when I checked. My paper NOA1 came in today.

    I don't know whether to hope it stays at the NBC and gets processed or gets transferred to the local office in my area. According to the Dec. update on the website my local office has 3,500 pending petitions and with each month's update it is steadily rising. By the time the Feb. update shows up on the website, the local office could have 5,000 pending I-130 petitions.

  7. I didn't know that you can leave the consulate blank.

    Iranians cannot file from any other consulate other than the ones listed above but I thought I would give it shot to ask them to have the interview done in New Delhi.

    Actually if I can somehow find out which consulate is the fastest, I don't mind Naples, Vienna or Frankfurt - most Iranian applicants I know don't choose those consulates because they are worried about getting a schengen visa but my wife has traveled to Europe three times in the past two yeas (we have meeting in Europe as a mid point) so I could choose one of them too.

    About your shenashname, I don't think it is a big deal. In fact my wife actually lost hers a few years back and was able to get it again in a month but of course you don't want to think of that but I think it's safe to send courier service - my wife recommends DHL which seems to be the best in Iran.

    By the way - are you Iranian or just your wife?

    DHL refuses to send original shenasnameh since its such an important document and they don't want to be liable for it. That's what my wife told me.

    Either way my wife needs her shenasnameh for things such as withdrawing from a bank account and other things that may come up. So she cannot just send the original. I am going to have her ask the issuing place for a certified copy or something.

    Both me and my wife are Persian.

  8. This is a question that probably has a difficult answer but here goes. Maybe someone knows or can point me towards the right direction.

    My wife is from Iran and in the I-130 I had put Abu Dhabi since there are a limited number of consular posts where Iranian citizens can interview.

    She is living in New Delhi for the past several years and does not need a Persian translator (which is why most people choose Abu Dhabi, Naples etc.).

    My question is, is it possible for me to request for a change of consulate? And if so, what would be a good time to do that?

    I have not received my case number yet (been calling every day) but I hope to get it soon. Is that when I should ask for the change in consulate?

    Does anyone know if it is better to stick with Abu Dhabi or go through the more uncommon route of an Iranian interviewing in New Delhi?

    I see that many people put their choice of consulate on the I-130 form even though the question doesn't actually relate to them. The question ( part c question 22) actually is talking about someone is living in the United States who will be filing for visa abroad.

    I got mixed answers about what you should put and so I left it blank. In the case of Iranians it makes sense since they don't have acess to embassy/consulate in native country.

    However, from what I have read it seems the NVC chooses the consulate even if you write which one you "prefer". For example if you write Ankara it might still give you Abu Dhabi. I think this is based on availability of interviews that is why it is done this way.

    Are you sure Iranians can file at New Dheli for immigrant visas? It says online the places Iranians can file our Ankara, Abu Dhabi, Naples, Vienna, Frankfurt

    Floyd I have a question since your wife is iranian for the NVC stage IV packet, what did you do for the birth certificate/schenasname? Did you actually send in the original or did you send in a certified copy or what? I am confused about what I should do.

  9. I know what the website says. Trust me azizam, those certified translations are enough ;) As I said before, the certified translations that you get in Iran, already have the government certified copies of the Shenasnameh. As I said, daroltarjomeh will give you both of them attached together, by a silver ringy kinda thing and you just need to send those attached papers. That is what they want ;)

  10. I can't understand why you need the original Shenasnameh or Cart-e-Melli? Note that they are both in Persian, so no one in NVC can read them! You need to get certified translations (tarjomeye rasmi) of each of them and send those original translations to the NVC. All certified translators in Iran (daaroltarjome) attach a certified copy of the original Persian document along with their English translations. All you need to do is to go to one of the certified translators (daaroltarjome) in Iran and tell them that you need certified English translations of your Shenasnameh and Cart-e-Melli. Also ask them to have it certified (stamped) by the government. They will take care of both steps (translation and government verification).

    P.S: also to be on the safe side, ask them to give you at least one certified copy of the translations per document. That way you will have other certified copies, should NVC needs more or you need them for the embassy ;)

    Well for the I-130 the NVC cares more about the actual document than a translation. In fact, you do not need to send in a translation if interview will take place in the country of the native language of the document! (Which it won't since there is no embassy/consulate in Iran).

    "All documents not written in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations and submitted to the NVC. The translation must include a statement signed by the translator stating that the...."

    We have already had them translate documents like birth certificate, cart-meli, marriage certificate with the certification like you said. However, this time we need ACTUAL certified copy of the Shenasnameh by the Iranian government. Not just a certified translation of the Shenasnameh.

You should check out Iran's reciprocity table: http://travel.state.gov/visa/fees/fees_5455.html?cid=9217#docs It states the birth certificate is unavailable, so in your case, it won't be needed. I highly suggest printing out the above page and highlighting the birth certificate portion. Include it in the IV package. Also write a paragraph on your cover letter explaining the birth certificate issue. You shouldn't have any problems then.

    Birth Certificates in Iran are actually Shenasnameh's they are identity certificates and much more important in Iranian society than a birth certificate is in other societies.

    Again the problem is how to get a certified copy of the Shenasnameh to give to the NVC, since sending the original is not recommended or possible. Taking the original to the interview won't be a problem.

    I just got my NOA1. But I am gathering the documents needed for NVC stage so I have them ready. My question pertains to the IV packet.

    It is asking for the original marriage certificate which is not a problem. However, it is asking for the original/certified copy of birth certificate which is a problem.

    As you know it is impossible to send the original shenasnameh to the NVC because my wife will need it in her daily life until her interview and will probably need it to leave the country as well. Also DHL in Iran refuses to send original shenasnameh or cart-e-meli (national identification card) by courier service because it is such an important original document.

    I am wondering what did you do at this stage? Did you send in a certified copy? Where can you get a certified copy of the shenasnameh in Iran?

Furthermore, it is not possible to send the "original" schenasmeh due to this importance. More over, my wife will need it for buying a ticket, leaving the country (for her interview), etc.!

    Also DHL in Iran refuses to send original shenasnameh or cart-e-meli (national identification card) by courier service because it is such an important original document.

    I have tried googling online with no answers. I am not even sure if the government issues "certified copies" of either documents

  15. When I sent my package at the beginning of the month, I panicked about the same thing when I did not receive NOA1 after 3 days. People reassured me that it can take 7-10 days to get the NOA1....and 7 days later I received a text/email! So no worries!

    I received text/email this morning. My case is at NBC.

    I have been hearing that cases stay at NBC for a month before being transferred (if they are transferred). Will the status updates online show if case gets transferred or do we have to call and ask?

    I am trying to get the necessary documents for the NVC ready.

    This is a very early question, but My question pertains to emailing the choice of agent form. How can one do this if the beneficiary doesn't speak/write english? Also how would the NVC know what the beneficiary's email is to begin with in order to complete the request?

    What should we do in this case?

    So it seems the Oakland field office is my local field office, it has 3,100 pending petitions...not great. But for Nov. it completed 450 of the 750 of the cases sent to it. So that's good that they are processing nov. applications.

    When do these field office data's get updated?

    Why are the time estimes only up to November? Shouldn't field offices have a more updated time estimate compared to national service centers?

    When do the time estimates get updated?
