The worst part of dealing with the NVC is there are now three separate tracks. DS-230 with ep, DS-230 paper and DS-260. It makes it difficult for people on VJ to help as most of us only had to deal with one of these. Then people at NVC aren't much help as they are less aware of hos things work than many of us are. Every call to NVC starts as retraining the person on the other end of the phone then hopefully getting a sensible answer. Hang in there it will be over with soon.

This process is becoming somewhat more convoluted as the days go on, it really seemed easy at first, haha. But, if I can parse what four separate operators and a supervisor have told me into fact I believe that only consulates which allow / require electronic filing will accept scanned photocopies of documents. The idea is to speed up the process at NVC and verify the documents at the actual interview in the US consulate. Thinking about it, that makes a lot more sense than sending originals to NVC, then having those same documents forwarded and verified a second time at the US consulate.

    Hey,
If you are going to the US embassy in Lima, then NO TRANSLATION IS NEEDED!!!!! Original Spanish/Castellano is adequate. I am certain of this.
    Buena suerte!!!

    Okay,
Your wife is not a criminal; however, she should submit 2 documents more: 1. Certificado de antecedentes Judiciales a Nivel Nacional y 2. Certificado Judicial de Antecedentes Penales. They will both say " NO REGISTRA" if she has no criminal record. You need to look further....to the US embassy/ LIMA website. The requirements are there. Here's the link: http://lima.usembassy.gov/required_forms.html
    Best wishes,

Whoever is the beneficiary fills out the DS-260 online.
Then, you mail out the supporting documents. Or email them if you signed up for EP.
    Supporting documents needed:
-bar coded cover sheet (from payment portal)
    -cover letter (optional, but recommended)
-2 passport style pictures of beneficiary (with full name, date of birth, and case number written on back)
-copy of bio data page in beneficiary's passport
-original/certified copy of beneficiary's birth certificate*
    -original/certified copy of marriage certificate*
    -original police certificate of beneficiary*
*If you're snail mailing the package, then also include a photocopy of each of these documents as well as the original/certified copy
If you do EP, then you need to bring the originals with you at the time of the interview for the consulate to verify.
If you haven't done so, I'd suggest reading the wiki I wrote for the NVC stage when it comes to online forms and EP. The link is in my signature.
And of course, if you have any questions, don't hesitate to ask. I'd be glad to help you
