how are you holding up? were you able to go to DR? i hope you are feeling better. is the daughters mom in the picture? if not adoption would be best bet like the rest said.
Knowing nothing about the situation... is there no other family at all that is taking care of her? If there is they would need to be the ones to allow it. If she becomes a ward of the 'state/country' be ready for lots of paperwork. Not an easy task.
