Interview at Montreal. CO said I will get visa next week but now Montreal says wait atleast 2 weeks!

Timeline

Ours is a strange situation. I went for my Interview in Montreal on Feb 21 and was told to sign the DS230 and that I would get my visa late next week. When the visa did not arrive I contacted them thru email and was told "We are still working on your case . Our administrative work will take at least two more weeks" Now this is strange because I had succesful interview and was told by CO I would get the visa. Is this the dreaded Adminstrative Processing but from what I know if you are put on it you are told on the day of the interview? OR Could this possibly be a part of Montreals new processe after Jan or maybe a random security check??

Anyone who has gone thru or is aware of a similar situation and can advise would be great help.
