Rigger, Maria just completed her CFO on 19 Jan and they did not ask for the letter of advice. Maria is 22. I think it is the 18-21 yr olds they are lookign for when asking for the letters that are only required to marry in the Philippines. maria wnet tot he 1:30 pm session and was finished by 3 pm. All we nee to do now is go back after we receive the approved visa and get the stamp. Good luck, Ken

Wow, I am so sorry to hear that she gave you up just because of the CFO seminar. I think you gtwo can still work things out. Talk to her and find out her real feelings for you. I hardly believe that she got brain washed by the seminar. If her love is strong enough she could find a way to fight for it. I am really to hear about this.

Anyway I am going to CFO seminar once I am going to recieve my visa and I really doubt if I still need parental consent and stuff. I am already 23 yrs old and a mother of 4 yrs old boy. It's going to be so crazy if they are still going to ask for parents consent even if I don't live with my parents for over a year now because my fiance is supporting me. But I do want to be prepared though.

My Mom is going to be here IN Manila for Conference so I guess I am just going to pull her and take her with me to the CFO. But what's funny is that hhheeeelllooooo I am already a mother.....why do I still need a parents consent uuuuggghhhhh

Ken and Maria,

Do you mean to say that I can go there without having my passport? and just go back there for stamp once I recieve my Visa? I'll sure do want to give it a try... I'll go Monday and try my luck... Any advice please? Thanks

does my fiancee need original documents of mine, do the pay stubs have to be originals or can he have copies? I have original letter of reference from my employer....do I also need to send original letters and cards he sent me?or can i send copys? or can he just show the letters I sent him , all the stuff he has in the Philippines? any suggestions, I know the more stuff the better, anyone with some advice....thanks

RiggerAF, When maria went on the 19th all she needed to get in the CFO was a photo copy of her birth certificate and he NBI clearance. They did ask for her Passport but she told them it was at St Lukes. And yes you can do the CFO prior then go back after you receive ur visa and get the stamp.

Once inside they never asked for anything except a picture of us together and a copy of my Divorce decree. Maria said her counselor was very nice and funny. I guess it depends on the counselor. Maria was worried and had just come from her Medical so she had her entire package with her anyway. Good luck, Ken & Maria

Thank you so much for the input. Now I wonder if I am still going to bring my sons BC with me. I sure do know that he isn't needed during the seminar or counselling or whatever..Anyone here that has experience with K2 what is going to happen for K2 at the CFO. Even in the original petition to USCIS and CSC, we did not send originals of everything, just originals of the required forms and anything requiring a notary. I copied everything and made the original packet, one for me, one for Maria and one back up... so we have a lot of either photo copies of scanned documents. I just printed off our chat logs (archives), photo copies of Hotel receipts and ATM withdrawals in the Philippines then copies of my bank statements with the Philippines items highlighted.

Since I have had 7 trips to the Philippines since Nov 2005, I did not put much emphasis on the chat logs and letters but have provided copies of them. I put more emphasis on the tiems that actually show me in the Philippines with Maria. So far so good and our interview is on 15 Feb. With the 5 minute interviews, they are not going to go through all your documents, just ask for random items to satisfy the requirements of an ongoing relationship, eligibility to marry and ability to support you fiancee once in the U.S.

Our NOA2 was Dec 26, 2006. Our case #MNL2007503xxx. We do not have a letter from embassy yet for the receipt of our file, however NVC told me it was sent on Jan 4, 2007. We do not yet have a date for our interview. Hoping and Praying for March, as it has not been released yet.

Hey Ken,

It is not a problem for me any longer as 2 days after Ana went to the CFO conference, my Ana sent me a good bye letter. The day of the CFO, she started telling me that the ladies at CFO told her that I was looking for a companion. I told her that I was looking for love. Then, she sent me the good bye 2 day later. Confused but this is her decision. The CFO job is to discourage women from leaving their country. I guess that she was too gullible and believed the sweet little nuns.

Only problem for me is that she was my second I-129F petition: Under the new law, a person can only have two approved I-129F petition in their life even if it is for a spouse.

Of course she promised to pay me back for sending her to school and paying for her past education. God will judge her.

Sorry DocMay that you're in this awful situation right now. It's too odd that just because of a CFO conference ur fiancee will say good bye to you. I already attended the CFO when i was still 22 it wasn't that dreadful as others think. In my case i was not asked for my parents consent i think its because the way i answer the counselor during interview. I don't even have any documents like divorce decree etc. from my fiancee(my now husband). CFO is not designed to discourage filipinas to pursue with their relationship with the foreign man. They just guide us with what should we do in case something wrong happen. It helps us to assess that someone should not enter into marriage if their reason to enter into marriage is only to help their family to uplift their living, if they were just brainwashed or feel obligated. The film showing showed cases of those filipinas who were been abused, but again i'm sure your girl won't agree having relationship with you if she sensed u are an abusive person (aren't you?). Try to talk to her, and know what is the real reason why all of a sudden she said good bye. If she truely loves you she should know you better and would show to the interviewer that your relationship is genuine and things works out well with both of you. She should know how to stand out for ur relationship (or isn't she matured enough to decide in her own and know what is best and not? And i hope she know how hard it is for your part going thru the process. I hope she talks to you and tell u the truth (just cant really think how someone could be easily discourage with the CFO seminar if she is truely madly deeply inlove with the guy).

Regarding to your concern of having 2 approved I-129F, you can file for a waiver and state what happened, i'm sure you can still find someone better than your fiancee IF ever you two wont patch up again. Good luck in your journey. God bless!

Correction to my own reply to RiggerAF... The counselor at the CFO did ask for the "Letter of Advice" and a copy of Maria's mom's ID to compare signature. The "Letter of Advice" is not consent, it basically lets the CFO know your parents are aware you are getting married and have talked to you about it. Ken

I think it is the 18-21 yr olds they are lookign for when asking for the letters that are only required to marry in the Philippines. maria wnet tot he 1:30 pm session and was finished by 3 pm. I think u can get cab or shuttle there...there is like a 3 or 4 floor duty free fiesta mall! really nice! shop till u drop...I am not sure if you can shop when u first arrive, theres some weird rules for foreigners/balikbayans/etc. I know I went a day or two before I left with my family there, u gotta show ur passport and stuff.... maybe someone at airport can fill u in.....

Is that in the Airport? After I go out through immigration and customs I guess I would not be able to go there.

Thank you so much for the input. Now I wonder if I am still going to bring my sons BC with me. I sure do know that he isn't needed during the seminar or counselling or whatever..Anyone here that has experience with K2 what is going to happen for K2 at the CFO. Do I still need a photocopy of his BC and a passport size photo. Thanks in advance

In my case is different, i went to CFO holding my passport with visa already. If you gonna attend CFO seminar prior to your visa delivery. Bring your Birth Cert. , NBI, and any ID like your SSS card for identification. Bcos you will leave one ID to enter the premises. and with your kid, bring his Birth Cert too just to show your son on file with you in the seminar, bring all originals and xerox copy if you may. AS ken_maria try to bring your mother consent too just in case, its more safer to bring much of documents than incomplete. Be sure too to bring a xerox copy of your CENOMAR and yor fiancee divorce copy or anything to show that there's no hindrances for you to avail the seminar.

When you gonna start the seminar only thing you need to do is register your name only. After the video/seminar .. there's panel counseling and then 1on1 interview with the Counselor in CFO. as soon as you receive the certificate, you'll gonna xerox it tehy have xerox machine there.

Since you don't have your passport, try to inquire and also asked for 2 forms for you and your son to filled up and checked the office hours that they are open in their schedules... before you leave the premises. But i believe you could only avail the sticker and stamp, only when you have the passport with visa, because they are the one who will attached it in your passport pages.

You will come back there with your passport, the seminar certificate orig/xerox, the application form filled-up and the payment fee (K1) and bring your possible documents maybe asked, for your son (K2) bring his passport with visa, the application form and fee's and his birth certificate to verify his information. He doesn't be needed to be present when you do it. But bring every possible documents that are necessary just in case, also ID photos are needed for the application forms.

After the payment, they will attached the CFO sticker in your passport and stamps it as well as your son passport. Or if your son doesn't have passport, both your sticker and stamps will be put in your passport.

Pre NOA2

(K1 Introduction) - If you are just starting your K1 visa journey, please check out this information provided by the Department of State (DOS) on the K1 visa experience (CLICK HERE). I found this information very insightful when I first started. Please note that the “How to Apply for a Social Security Number Card” section is INCORRECT because K1 visa beneficiaries may ONLY apply for a SSN card upon arriving into the United States. Please also review VJ's K1 guide (CLICK HERE)

(Case Status) - Once you have filed your case and received your case number, please register on the U.S. Citizenship and Immigration Services (USCIS) website using the Case Status Online Tool to receive emailed updates concerning your case (CLICK HERE). NOTE: If you want emailed updates to multiple addresses then you must create multiple customer portfolio accounts. When your petition is approval (NOA2), this tool is of no further use to you until after the beneficiary arrives in the states, get’s married, applies for the Adjustment of Status (AOS), Employment Authorization Document, (EAD), and/or Advance Parole (AP) because this tool does not track the activity being performed at the National Visa Center (NVC) or the Manila Embassy.

Post NOA2

(1). The National Visa Center (NVC) number is within my signature. NVC assigns your case number once your case is approved (NOA2). They also may perform a preliminary background check from what I’ve read then forwards your package/case to the Manila Embassy. This process usually takes anywhere from 14 – 30 days.

(2). The Manila Embassy (USE) Packet 4, the phone number, a visa interview testimony, along with a sample Appointment Letter are within my signature block. NOTE: Packet 4 can be acquired from the Manila Embassy website which gives directions on what documents are required by the beneficiary for the visa interview. Starting 01 November 2006, ALL nonimmigrant visa applicants must use the online Electronic Visa Application Form (EVAF) to complete the DS-156 (Nonimmigrant Visa Application). To date, only the DS-156 has the barcode (on the first and last page) and is the ONLY form available online at http://evisaforms.state.gov. However, the USE is now including the form DS-156 with the barcodes as part of Packet 4. You may complete the DS-156K (Nonimmigrant Fiancé(e) Visa Application) and the DS-157 (Supplemental Nonimmigrant Visa Application) (this is the form the bank validates when you pay the visa application fee) and the I-134 (Affidavit of Support) via the computer, type-writer, or handwritten. See the Most Frequently Asked Questions for the K1 visa forms (CLICK HERE). If you need to call the Manila Embassy, dial 0 for the operator, and ask for the Immigrant Visa Unit. The average interview appointment is assigned approximately 100 – 150 days from the receipt of your package from the NVC. Beneficiaries are now sent a letter of receipt from the USE once their physical files are received. However, this is NOT Packet 3 because the Manila Embassy ONLY issues Packet 4, and the letter of receipt is not always sent to the beneficiaries. (3).The Department of State (DOS) number is within my signature. After your case is approved (NOA2) and reaches the Manila Embassy, you may call DOS instead on the Manila Embassy to obtain status of your case and make inquiries concerning your interview date. NOTE: DOS has no direct participation in the K1 process.

(4). The Visa Interview Appointments website is within my signature (the beneficiary's interview appointment and medical exam will be scheduled by the USE). NOTE: Please do NOT press enter after the case number is entered because that will not yield a result. Please click on the "Check Appointment" tab. If the appointments have been scheduled, the following will be available: Case Number, Visa Classification, St. Luke’s appointment Date, and Embassy Appointment Date, but if the appointments are NOT scheduled yet, the result will be "Case Number Not Found on Appointment List."

(5). St. Luke’s Extension Clinic (SLEC) information is within my signature. SLEC is where the beneficiary goes to take the medical exam and vaccination. The process takes two days: Day 1 is the medical exam (the beneficiary's passport will be taken and sent to the USE along with the medical exam results) and; Day 2 is the vaccination (the beneficiary will be given the x-ray film and the vaccination worksheet/record). NOTE: If the Manila Embassy does not mail the beneficiary the K1 Visa Packet 4 and the Appointment Letter, then call SLEC in order to pick them up at SLEC and take a copy of the NOA2, a copy of the NVC letter (a.k.a. Bureau of Consular Affairs (BCA) letter) (which should have the beneficiary's Manila case number on it), and a print-out of the scheduled appointment dates from the Visa Interview Appointments website. Be advised, the beneficiary's medical exam will be scheduled one week before the visa interview by the USE. Per the Manila Embassy Thread, we recommend that the beneficiary takes the medical exam anywhere from 2 weeks to a month before the interview to ensure the results are available for the Consular Officer and to prepare in the unfortunate event of unfavorable medical results. If the medical exam is taken anytime over a month before the visa interview, there is a risk that the results could be invalid, which means the beneficiary will have to take another medical exam before the visa can be approved. The beneficiary may reschedule the medical exam appointment with SLEC after the medical exam and visa interview dates are assigned by calling SLEC. Please don't forget to bring your passport, appointment letter (if received), passport photos, and the medical exam fee to your appointment. The beneficiary also needs to have the sponsors contact information (address, phone number, and ssn #) for the SLEC forms.

(6). The DELBROS website is within my signature. DELBROS is the company responsible for delivering the beneficiary’s Visa and POE information. The DELBROS delivery fee is paid subsequent to the beneficiary’s visa interview at the Manila Embassy. Per the Manila Embassy website, the current delivery fee/time is as follows:

* Metro Manila Areas, 135 Philippine Pesos, Delivered one (1) to three (3) business days after release of visaed passport to the courier

* Provincial Key Cities (ex. Cebu City, Davao City, etc.) 165 Philippine Pesos; Delivered three (3) to five (5) business days after release of visaed passport to the courier

* Outside Provincial Key Cities, (ex. Capiz, Leyte, Bukidnon, etc.), Cost depends on area/location, Delivered five (5) to seven (7) business days after release of visaed passport to the courier

NOTE: Per the DELBROS staff, the Manila Embassy can take as much as three (3) business days to release the visa and POE package, which is NOT included in the deliver times above. You may also call the Manila Embassy, dial 0 for the operator, and ask for Delbros, after the visa is approve, to acquire about the status of your visa delivery.

(7). Beneficiaries are required to attend a CFO Guidance and Counseling Seminar that are held in Manila and Cebu, whichever is more convenient, before traveling abroad (the corresponding links within my signature). Attending the CFO Guidance and Counseling Seminar is a Philippine government requirement which states, "Per Republic Act 8239 and Department of Foreign Affairs (DFA) Order 28-94, Filipinos proceeding abroad as fiancé(e)s and spouses of foreign nationals are required to attend the CFO's guidance and counseling programs... " For more info (CLICK HERE). NOTE: The CFO Guidance and Couseling Seminar is not stated as a requirement within the Packet 4 instructions. However, after the visa is approved, instructions on attending the CFO Guidance and Counseling seminar are included in the visa and Port of Entry (POE) package received by the beneficiary. If the beneficiary takes the seminar before receiving the visa, then the beneficiary will have to return to the CFO in order to receive the CFO sticker anytime after the visa is received. Travel abroad is prohibited without the CFO sticker within the beneficiary's passport (the visa is within the passport). (8). The I-94 Arrival / Departure Record form is within my signature. Foreigners (beneficiaries) complete the I-94 and the Customs and Border Protection (CBP) officer stamps the applicant’s visa and the arrival and departure portions of the I-94 at the Port of Entry (POE) when entering the States. The CBP Officer will keep the arrival portion and staple the departure portion of the I-94 to your visa where they stamped the beneficiaries arrival date. You will need this for the Adjustment of Status process. NOTE: Even though it’s simple, I have supplied this so you will know what it looks like and what is required to be filled out.
