Based on past experience of my moms sponsorship for my Filipina wife (now divorced in America while she remains in the Philippines) is basically a written promise (and proof of sponsors income) that they'll help out with any financial assistance that could be needed because of shortfall of revenue. What happens if one doesn't have the minimum financial revenue that is USCIS requires? Are their any agencies/registries that can help assist in the application process that will state that if I experience a revenue shortfall that they'll step in fund the difference? 

I currently live in government subsidised housing where, rent, electricity, water, which more than makes up for any shortfall that USCIS would probably not be privy to their calculating minimum financial standards. In other words, I have enough funds each month to cover all our living expenses, but I don't think USCIS has a formula for calculating my subsidised rent and utilities differences (about 80% below market rate), and my no premium each month for Medicare.
