CR1 - do Russians need Military records if never served?

Hi, we were just NVC DQ'ed approved, and awaiting interview letter. However, I'm concerned about the military records part, that seems may be requested at interview? My husband is a Russian citizen, never served in military, and is 37 years old. 

 

I've read about "voenniy bilet", does he need to request this somehow to something to state he's never been in military? If so, how does he request it? 

 

Note:We didn't upload this on CEAC nor were we asked for it, but I've combed the web and seen at least 1 person mention it was requested at their interview even if didn't serve, and so they were delayed after interview. Im trying to avoid missing any documents potentially needed as we're interviewing in a different country.
