Hello,

 

My father in law who is permanent resident petitioned my sister in law who is single and over 21 years old (F2B).  If my father in law applied N-400 to become US Citizen (assuming he passed) then by law Does he need to report to USCIS to change my sister in law petition from F2B to F1? It seems F2B is faster than F1 and he had submitted F2B petition for a while now.

He should update it, but he can opt out of the conversion to F1 if he wants. https://travel.state.gov/content/travel/en/us-visas/immigrate/national-visa-center/immigrant-visas-processing-general-faqs.html#ivp6

 

But F1 is faster at the moment for some countries, so he may choose to switch. Which country is your SIL from and what is her PD?

SIL is in Vietnam and PD was sometime in 2019. Thanks.
