We showed the certified divorce certificate, with stamp on back of page 2 with wet signature of clerk, they do not have raised seals. The document is what the Superior Court says (over phone) is all they have or issue, which is a xerox print of a 29 year old piece of paper that is now only on microfilm. It is 2 pages long and titled "Request for judgement, Judgement of dissolution or marriage, and Notice of entry of judgment" by los angles superior court.   So in section 2 it has the final judgment signed by judge long ago and section 3 is the notice dates and old signatures that it is filed with the court. There are no divorce certificates they told me,  I guess meaning LA County and/or the state doesn't do make a 'certificate.'

Very concerned because we will go back with SAME exact 2 pages they rejected (because it truly is the certified true copy from the court) and this time with a state Apostille authenticating the SAME papers (and that we were basically not lying that it is a certified true copy.)

do you know anyone with the certified copy AND Apostille getting through or rejected?

The exemplified divorce decree is the most "official" document you can get.  It should do the trick. Manila usually accepts copies of divorce decrees, but more than one person was required to provide certified copies.  I used certified.  They kept the divorce decree by the way, so make a copy of it in case CFO wants to see it too.  CFO won't need a certified or exemplified copy.  I'm not sure what was wrong with the certified copy you got.  It was probably just a format they didn't recognize since it is old and produced from microfilm.

And keep in mind, an Apostille is for a foreign government to accept a document .. But in this interview case, the document is from the USA and for the USA government.   

GOOD POINT Thanks, it was marked "Accepted" after I uploaded to CEAC/NVC site long ago but the local filipino would not.

 

But yeah, it might help a  poorly trained local realize your document is legit (if they even know what an Apostille is).

SO SAD BUT TRUE, and continues to ruin honest, diligent applicants lives and pocketbooks. The US should put qualified albeit more expensive qualified US workers out front checking documents and at the first gate outside.

There is nothing more you can provide.  You described it exactly like I thought it would look.  It probably looks like a copy of a copy of a copy.  If that is the only record they have, it will have to work.  It's legit, legal, and exemplified.
