Hi everyone,

I'm a US citizen and petitioned for my brother and his family (residing outside of US) with a Priority Date of "Aug 2008" under F4 category.  On the US Visa Bulletin website, it shows that the "DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS" for F4 category is 08SEP08.

Based on my reading, the Visa isn't available until the Priority Date is current on Final Action Date, but trying to understand what it means by "you can submit necessary paperwork" if the priority date is current within "Dates for Filing".  So, can someone please help me get clarification on the following question if the date is current on "Date for Filing":

  •  can I start submitting necessary paperwork now or do I've to wait till I get further instruction from NVC
  •  if I can submit paperwork, is it DS 260 with supporting document and visa fee?

Thank you in advance for your help.

Regards

Your brother needs to wait until he's contacted by NVC. But once the PD is current on Table B they will get in touch with the Welcome Letter.

They can follow the instructions on the website - https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-1-submit-a-petition/step-2-begin-nvc-processing.html

Then once that is done it's back to waiting until the PD is current on Table A, and at that point they'll be added to the line for an interview.

Will the notification from NVC be through mail or email and if it's through mail, will it be sent to me as I listed my US address as C/O?  thank u for the response.
