A Filipino retiree who has a child living legally in the US is by definition "well off" by Filipino standards.  In many cases it may be best to just highlight how good the Filipino parent has it in the Philippines based on that simple fact.  The Embassy may get it.  The Embassy could care less about bank balance.  Europe, Japan, Korea Australia, and other "visa nations" place a high significance on actual bank balance.  US only cares about how could they get the money, not what money they have.

"how good the Filipino parent has it in the Philippines"--is bank balance not one of the measure?

They won't even look at her bank certificate, statement, deeds, titles or any documents she brings to the interview other than her passport.  There is no magic bank balance that is helpful at all. Realistically it all hinges on how convincingly she can verbally discuss her circumstances in the Philippines.

100% Correct.

My wife's Mom is trying to start the B2 tourist visa application.

She has property in the Philippines and receives her husband's monthly pension.

About how much should she have in the bank account?

My MIL did her Tourist Visa Applicaiton a few months ago.

All she took to interview was her Passport and paperwork from US EMbassy in Manila

I would be shocked if they would look at paperwork regarding Bank Account, Land/House titles, etc. She can bring them but I don't think they would even want to see them, much less let her present them.

The general rule is if your old or rich you have a very good chance of getting approved

My wife Mother is here in USA right now, she is in her 60's. She did her Tourist Visa Interview in November, and she arrived in USA in early April.

Here are the questions she was asked:

Daughter name?

Where was she going in the USA?

How long does she plan on staying in USA?

What is her middle name?

How many kids does she have?

What was her middle name when she was single?

Are you retired?

Whom is paying for your trip?
