Can I apply for the Re-entry permit before I receive my green card?

You will need to give more info..... have you been approved for AOS? are you talking about advanced parole or a re-entry permit? advanced parole is for people who want to travel outside the US before they are approved for AOS... a re-entry permit is to allow you to return to the US after you have your greencard but are going to be out of the US for more than 12 months....

If you came on an IR1 you should have a I-551 stamp in your passport, that stamp is a Temp greencard and is good for travel and work...

You would only need a re-entry permit if you plan to be out of the US for more than 12 months...
