Expedition request for F1 visa not approved- does that mean they plan not to give the visa?

Hell, I have applied for F1 visa, the interview date was late and following the Embassy guideline for visas related to school starting within 120 days, I asked for an expedition visa appointment, which was not approved. I asked if I can apply again for an expedition date and they said I could not. My interview date is a week before the school start and it takes two weeks to get the passport back if visa is granted. I will miss orientation days and one week of school. I am wondering if they have decided not to give me the visa that they did not offer another date for the interview. One of my siblings studies in US as well, but they have respected their visa and did great at school. They are currently home for the summer. Anybody has been in the same situation? What would you suggest? Thank you in advance.
