So in 1999 I went to school in Qatar for 2 years. Accordingly I put my address down for that period as Qatar on my DS-260 and accordingly it requires me to submit a Police Clearance Certificate from Qatar.

 

Unfortunately, I was never resident in Qatar, which was entirely legitimate for that country's laws (at least at the time). My father was resident as he worked there. I went in and out on 6 month visitor visas and attended school while I was there.

It appears to be a requirement that you have been resident in Qatar to get a police certificate, so I do not qualify unfortunately.

 

Does anyone have any advice?

Also, it seems to be that if I do convince them to provide me a certificate, that it will take 3 months. Does anyone have practical experience of this?

You can upload a document stating you were never a resident of Qatar and cannot obtain the PCC.

Hopefully that will help you get DQ'ed.

 

Then while you wait out the NVC process I would attempt to procure the document. Some members have been stuck in AP after interview because they lived in a country as a tourist for 1+ years but the consulate still expects the PCC.

So, when you get to interview you should go armed with all your attempts to obtain the document.

I have no idea what this means: 

Exceptions:  Applicants are required to submit evidence of their legal stay in Qatar.  If someone is unable to provide evidence or details of his/her entry into or exit from Qatar, that applicant is required to visit the Directorate of Expatriate Affairs at the Ministry of Interior to get a certificate of entry/exit record. 

 

But, you might be able to get a PCC... 

 

I would ask a friend of family still in Qatar to try to get one for you OR look into hiring an agency...
