Sister sponsoring brother - birth certificate delayed registration

We hired someone to do our paperwork for my wife to sponsor her brother (over 21 and married) but her brother's birth certificate was registered late (couple years), and he could not start the paperwork without additional supporting documents. Is this true? Everyone in her household were registered late, some were a few months including my wife. Everyone's BC was fine even though they were registered late. Everyone's paperwork went through but the brother, who is having trouble starting the process. Could anyone guide me to the right direction on where to begin?

May 7, 2014 - I-130 sent to Chicago, IL Lockbox

May 12, 2014 - Case recieved at Chicago, IL.

May 13, 2014 - Case accepted. Received LIN#. Case forwarded to USCIS, Nebraska. i-797 hard copy received shortly after.
