Delay in NVC Sending Expedited Case to Embassy

Hi I am trying to get an idea of what the normal amount of time is for the NVC to send an expedited case to the Embassy for interview scheduling. 

 

Here is my timeline:

 

March 10, 2022: Expedite request submitted to NVC

March 11, 2022: Expedite approved conditionally 

April 13, 2022: DQ'd 

April 14, 2022: Second expedite approval email received, non conditional, which stated file will be sent to embassy immediately

April 14, 2022: Received interview cancelation email (apparently they send this to all expedited cases to push it out of the NVC's interview scheduling queue since embassy, not NVC schedules interview) 

April 15, 2022: Ceac inbox message shows "Case expedited to post" but case status on ceac still shows "At NVC" 

 

April 20, 2022: Contacted NVC to see if case was sent and was told it was already sent to the embassy on April 15th 

April 21, 2022: Contacted embassy and they said they never received case from NVC

April 22, 2022: Contacted NVC a second time and was told they have not sent the case to the embassy yet and that it is getting ready to go out, but couldn't tell me when it would actually be sent. 

 

As of today, the ceac status still shows "At NVC" 

 

If anyone has had a similar experience, please let me know. I am getting kind of concerned that the NVC hasn't sent our file already, given that there is no backlog for interviews at the Zagreb embassy and so any delay would not be caused by the embassy.  Thanks!
