i-130 in process, i-485 and i-765 rejected but got biometrics appointment?

Hello

 

This is a marriage based visa with my husband in the US.

I-130 (and i-864) was filed concurrently with i-485 and i-765. They rejected the i-485 and i-765 due to issues with payment. We received biometrics appointment a week after the rejection for him dated in August. We are going to resend i-485 with i-765, do I need to put the rejection notice and the i-130 notice in the package? 

Why did he receive biometrics appointment when they rejected the forms?
