French Prefecture Procedure for American Citizen

I am a USC married to a French citizen. I am aware of the more traditional way of staying long term in France, which is through a long stay visa. However, there is also a procedure at the prefecture for people who arrive with a short term visa and desire to stay. Has anyone here gone through this?
