I am not sure if China forum can help, so I post here to see anyone has similar experience. 
For filling I-485, it requires birth certificate and China is listed as available.

 

My parents were born at home in village/city back 1960s and there were no birth certificate. They entered into Hong Kong as refugee and became Hong Kong citizen. Both of their parents are deceased and do not have any dead certificate. Now I am filing green card for them and require birth certificate from China. Since they don’t have medical record, birth certificate/police station statement, Chinese ID, hukuo, and parent’s hukuo/ID ( requirement for application) to apply to Gong Zheng Chu for the notarized birth certificate. Gong Zheng Chu is also not going to issue the certificate of non-availability.

 

We have secondary evidence such as Hong Kong entry permit( entering as refugee) and Hong Kong immigration record stating birth dates and place of birth to prove.

 

Any advise of what to do to fulfill the certificate of non-avaliabiltiy? Or anyone successful to provide explanation on refugee status preventing them to obtain birth certificate?

 

We come to dead end on this and any lead would be appreciated. Thank you.
