Getting through to a human

I received an RFE with a stranger's name on it in error (the letter is addressed to me though and has my case number), and assuming my RFE was swapped with someone else's, I'm trying to track down what is needed from me.

I talked to a USCIS rep on their live chat, and they said I need to talk to a higher-level representative, and gave me the 1-800-375-5283 number. When I said I had already called it and couldn't get to an agent, they said I need to listen to the prompts.

I've been trying to navigate that menu for half an hour now and don't see a way to speak to a human. The tricks I've found on this forum and elsewhere online seem to be out of date, as I think USCIS changed their call menu during the pandemic.

Has anyone been able to get through to a human in the past couple of months? If so, do you remember how?
