NVC Fees Deadline?

Hi all, 

 

Our case for IR-5 (petition for a parent via consular processing) has been received at NVC in April 2019. Due to personal circumstances, we have to delay the process at NVC. Are we required to pay IV fee in the first year, by April 2020? If we are required to pay the IV fee during the first year - can the DS-260 be submitted more than a year after the payment? (e.g in 15 months, and in the meantime we will upload other files/make contact with NVC during a year but won't submit DS-260 just yet).
