OFC appointment without interview date?

The  lawyer my sister-in-law is using to do her mother’s visa sent her the information for her mother’s OFC appointment in the Dominican Republic, but claims to have not received the date of her interview yet. Is this normal to be able to set the OFC appointment without having the date of the interview? 
 

My sister in law immediately booked a flight when her lawyer told her the date because she believed this meant her mother’s interview would be immediately after or a few days after the OFC appointment. 
 

Any suggestions or insight are appreciated!
