25 months until now and I didn't receive response or approval from USCIS California service

Hello everyone, yesterday I turned 25 months without approval in California service, on October10 2017 I filled the i130   f2a Visa catoregy after120  days they transfer the case to another office since this time to right now i don't receive anything approved or asked for more evidence, Why they take so long in this case ??? if normally they approve in a few months, I'm really desperate

 

 

My case was sent to California Service Center in 2017 as my status was a green card holder in that time. In April2018, I became US Citizen via naturalisation and . Through my research , I quickly found that the California Service Center do not process I-130 for spouse of US Citizen, does that mean that our case needs to be transferred to a different Service Center? If so , how do we process the transfer should we call them? They have advise the turnaround time for transfer is up to 90 days max. However I am worry that our case is in the wrong service center. Please can someone kindly advise?

And I make inquiry out of process time and they told me that the case is pending if I don't hear response in 90 days just call us it's that normal
