DCF Consular filing in bkk

I'm hoping I can get some continued help in this group, so far you guys have been very helpful.. So, I filed my I-130 petition on June 27,2019, by going to bkk using the DCF option..I received a letter from USCIS saying that my case was approved for processing along with instructions for downloading and filing packet#3..However, it seems that I must have a receipt#, to use my online account and download certain forms..Does anyone know how long it takes to get this Welcome letter from USCIS with the receipt#, so I can try toprocess it before they change the forms on October 14,which by the way is a Thai national holiday, sodoes it have to be postmarked before that date?? so confused?? Thanks in advance..Barry Lipschitz
