uploaded all docs required as well as paid all fess. the submit button not working, no response botton stop working

my brothers petition has been approved. however, as I uploaded all civil documents, forms filled out and paid all fees, the submit button on CEAC website stopped to respond after so many attempts. in this case, my brother has a 23 years old boy who is over the minimum 21 years old requirement still remain on the website but neither remove nor pay the fee to go through as he is over aged. is this the reason that all uploaded docs cant be submitted ? should I remove the boy from the CEAC website so everything can go through ?  while I just heard from a lawyer that no need to remove him but no need to pay the fee for the boy either. any ideas ? thanks .
