Case administratively closed and now have to reopen once waiver is approved

I filed the I 30 petition for my husband on January 2017. In July 2017 he got arrested for a dwi and I paid a bond and was able to get him out of immigration. In August 2017 we got the approval for the petition. Went to a lawyer and they said in order to file 601-A waiver they would have to administratively close his case then send off the waiver and once it’s gets approved file a motion with a judge to reopen the case. It will be sent off sometime this week. I’m just afraid since they will reopen the case and he will have to voluntarily leave the US and go back to Mexico. Has anyone else have to experience this?
