Hello everyone!

 

I'm turning to the collective wisdom of the forum for this question.  I've searched with key words "singapore" "clearance" "student" "FIN" "issue date" and combinations of those but didn't really find information close to my situation.

 

My fiance is originally from Japan and currently lives in Japan.  She was an exchange student in 2007-2008 in Singapore at a private language school.  What we need is to obtain a police clearance certificate from Singapore.

 

According to the information available, she can go and apply online, but the first step is to register for Singpass.  She has her FIN number, but it also asks for an issue date, which she can not find.  It is not on any document she currently has.  The internet suggested looking at the back of her ID card (but she says she doesn't remember having one), it suggested looking at the stamps in her passport, but her stamps were entry visas.  There isn't a stamp that contains her FIN number, so by extension there cannot be an issue date.  In Singpass, she's tried all the various dates on her student application, the various dates of entry stamped in her passport but none of them work.

 

We thought of contacting the school, however it turns out the school has since closed down.  There are several articles on the internet about new regulations for private schools and many of them closed as a result.

 

Furthermore, on the Singpass website, as a foreigner, it seems like it is only for permanent residents or work permit holders, so I think even if we had access to the issue date, it would still give an error.  It could also have been that one of those dates she tried was a valid date, but since it doesn't work for students, it also gave an error.

 

So my questions are:

1. Can anyone share experience of someone who was on a student visa in Singapore and was able to obtain a police clearance certificate?

2. Can anyone share general advice on what to try in this situation?

3. If it is not available for students, is there documentation somewhere that it is not issued for those in this situation?

4. If Singpass will work for those who were on a student visa, who can I contact to get the issue date?
