locked visa fee reference receipt number nightmare

hello, I'm new to this site and so far I love all this information that's available on here. really great job.

I'm a u.s. citizen and my fiance' and I are in the last stage of our k-1 visa journey. our package is now at the consulates office in Nigeria, but we have run into a problem that is stressing the both of us out. in completing his ds-160 he made a mistake, and in trying to correct his mistake couple times he then received a message stating that his visa fee reference receipt number is invalid. So he calls the consulates office for help and is told that because he kept entering the number while trying to fix his mistake, he locked the receipt number. This happened about 3 weeks ago, we have sent about 3 letters each to the consulate office and made couple calls to the visa and application center in Virginia, because all we keep getting is that we have to wait a couple days for an email on how to unlock the number and this information still has not been sent to us. our fear is that this number has to be unlocked for him to schedule his interview, and also our I-797 is about to expire April 27, 2019 and we are so stressed out because neither one of us want to think what this mean for our case. 

does anyone here have any idea what we can do? who else we can call that will get us some results? I have also written the consulates office seeking an extension of our I-797, if they are moving their feet at this pace, I am afraid to think how they will move on this now. I am so stressed out...
