Address changes, moving new states, delay I-751 decesion?

Change of address will not delay the processing of i751 unless you have an interview at local office, which will require a case transfer to current state you're living in or going back to the old address for the interview (which my wife & I did after moving to a different district)..

Not necessarily. If you process I 751 with a lawyer, then USCIS is obligated to send the copy of every notices, so in case USCIS did not update your most current address, your lawyer office should receive any notices and can keep you posted (One of the perks to do I 751 with a lawyer but it is a separate question to spend the fees depending on the case specifics).
