Where to send I-407 (split)

Could you please tell me where you eventually sent your I-407?  I find the website to be infuriatingly confusing.  I called the number listed on the form to get clarification but even the person I spoke to in person couldn't tell me what address should be used.  I interpreted the website's information the same way you did; that I'd have to mail the form to Mexico, which makes no sense.  I would like to send it to the US Consulate in Toronto but read on one of the seemingly endless websites I've looked at that, despite what it says on the form, embassies and consulates will not accept these forms.  Any help you can provide would be greatly appreciated!
