Wife's mom applied for and approved but no package sent yet

My wife is a US Citizen and she applied for her mom to come here, we got the approval notice, notice date 11/14/18  the priority date says 03/14/18, it seems to me that some paperwork should have been sent out to her mom already, or is it normal that it takes longer?   Anyway we can just set up the interview and medical examination without receiving that package?

 

 

When I brought my wife here, she had never gotten the package they said they sent and we just arranged the interview and medical anyway and there was no problem but I don't know if apply for a parent will work the same way.   This is with the Philippines
