1-751 & 1-290B Questions & Faults with USCIS.. HELP!!

Hello, this is my first post here. Everything in my journey has been smooth up until now.

Basically, I was coming to the end of my 2 year conditional green-card, I received the 120 day notice that I had to file the 1-751 on April 11th. I did this three times, once to the wrong lock box, second the wrong amount, then the third time I got it right. I then got sent back a letter on July 9th, 2018, stating they got the wrong date on my green card and that I had to the I-90 to rectify this mistake, it also said they had updated my USCIS records... which it seems they didnt (please see photo below of the letter stating the wrong dates).

I filed for my I90 online on July 15th, 2018. Got my bio metrics scheduled on August 7th, 2018 which was successful.

A few days ago, I received this letter (please see attached) saying I never filed for my I-751 (I did three times, none successful due to a fault on my greencard). I called USCIS and they emailed *someone* about this, I recieved an email back saying I would need to file the I290B with the fee... even though none of this looks like my fault, and the tier 2 officer told me it would be stupid for me to have to pay, but oh well.

First question,  how do I go about sending this? I have a cover letter with extensive evidence (even with receipts of when I sent the I751).

Second question, where do I send this? It came from the Potomac Service Center in VA, do I send my I290B to the Phoenix Lockbox?

Third question, can anyone help me....!!! Do I need a lawyer or is it not as serious as it could be. I feel it is a huge error on their behalf but you never know.

Thank you so much. I look forward to hearing responses. I am looking to file this today.

Cherise.
