AOS Letter Concern and K1 at Entry

Well, Things over the last few years seemed to be doing well - until this last slow year.

My spouse returned from the DR yesterday  thru Miami where he was chastised by a  DHS office for having made a copy of the Extension of his I 751. What the ?(*&**?  Can someone explain that and why it matters or why they care? He of course had the original. We have heard directly and through multiple sources that they are  JUST NOW processing Applications from August 2016. HIs went into as required in August 2017... amazing...so, it could be more than a year?

As well, and a bit more concerning is that they removed his original K1 card that was stapled into his DR passport from several yesars ago.. When he asked why they removed it  they told him " your residence has expired"

That is completely not correct - as the extension letter showed and USCIS has told us directly? Can anyone explain this and if it has significance? It bothered me quite a bit. Or is this just an exercise of ego on the part of the agent?
