My husband and I (US citizens) entered the country last October with our legally adopted daughter from Bolivia. (She is 4 now.) She completed all the proper paperwork at the embassy in Bolivia and entered with a IR-2 visa. Customs in Miami took her packet and told her she was now a US citizen, but she was only issued a green card after that. After multiple visits to USCIS offices we were told we had to fill out the N-600 with all documentation that we had already filed with the embassy (court documents of the adoption with translations, etc...) and proof of residency here in the US. We filed back in June and are now waiting. We are missionaries in Bolivia and we were hoping to go back to Bolivia by the end of August, but USCIS website says not to leave. Leaving will jeopardize the citizenship card. Unless we are misunderstanding their information. Can we leave the country? We have her Bolivian passport that we can travel with, but we don't want to jeopardize her citizenship. The question we have been asking since October is why we have to go through this process if she was already granted citizenship? Why all the extra paperwork and extra expense? The USCIS website's information about the process conflicts with every source of info I have found. It is all so confusing. Any advice would be appreciated.
