I'm from the Dominican Republic petitioning for my father. I'm a US citizen. I got a notice because my father certificate issue date is recent. they need to see the original birth certificate which i don't have.

The older issued document is from 2002, but the original date is in there. They don't understand that issue date has nothing to do with original date of creation. The uscis need to sworn statements or secondary evidence.

Can my mother who isn't the beneficiary sign a sworn affidavit or it needs to be other relatives?
