So anyone I am trying to get in contact with never saw case like that, and can't really help me. My last hope for some answers is with you guys..

So I hold conditional green card issued to me two years ago. It expired in May, and I applied with the petition to remove the conditions (I-751). Everything was going well, I received my NOA with extension for one year, shortly after I had my biometrics appointment (all back in March/April). It went quiet for a while after that, but I knew it may take time.

Two days ago (four months after the biometrics) I received a letter that stated that my case has been denied, because of dishonored payment and all my documents were returned with me in the envelope.

I contacted the number immediately and after two days on the phone and emergency visit at my local office I came up with this:

If the check would not be included with the application, it would be denied right after. If they would take the money from the account, but mistakely send the letter, I would have to put the application to re-open the case.

However, the check is never showed in the bank statement: what USCIS admitted to have done, is that propably the check came in, procedure was moving further, the lost the check and were unable to procede with it. Now, because of their mistake I have to fill out the form all over again. That itself leaves me frustrated, but the problem is bigger.

Based on the expired green card and NOA letter I booked with my husband tickets to Europe over a month ago. We're leaving in 12 days (going for two weeks).
The Customer Service is useless, they know nothing and can't help with anything. They send us to local office (which had no appointment, but nice people lest us in). The lady at the local office recommended to file out the petition again (we're going to send it out today, hope it would get to them on monday) and hope for the best. But it leaves them a week to process the case (nearly impossible, based on my experience).

If a miracle happens I would get the new NOA letter (unlikely).

Someone suggested me I-90 form, but first I can't afford it, second as far as I am concerned it does not apply to conditional card holders.

What about the I-551 stamp? If miraclely they would process the case in the system in a week, can I go to the office and ask about the stamp?

What if they would just put it on a desk and won't put it in the system? Then I have no proof, no case pending and I am losing my tickets, obviously, who is going to reinburst me for that, since it was the USCIS mistake, which they admitted to on the phone?.

Thank you.

I would make an infopass and request to speak to a real IO, not just someone working the front desk, then ask if you could
get the stamp (without the NOA1 probably not but you can try).
They will not reimburse you for the tickets. Perhaps you can change the flight to a later date.
