In other words, 5% inflation yearly with a 2% raise yearly...he'll be making less than the previous year. Most retail give on average about 2% raises to their employees.

That's what has been going on in corporate America for years now. The above quoted "flexibility of the American workforce" would seem to be a direct result of this phenomenon. The only way to actually increase your salary these days, it seems, is to be disloyal to your employer and keep searching for and pursuing better offers.

That is so true these days. The raise I got this year was the first one in the past 3+ years. My previous employer was a 3 person company and I went 18 months with no pay increase. My employer before that wound up bankrupted and before it happened we went 2 years with no pay increases. I like my current job and the people are great to work with but I don't have any loyalty here. If a better job comes along I'll give my 2 weeks and take it. You've gotta look out for #1 these days.

Edit: Circuit City sucks. This past Christmas shopping week I went there to get an HD-DVD drive for my XBox360. There were 2 registers open and about 6 people in line at each one. One of the lines the cashier was away checking something. When I got to 3rd in line there was a problem at the counter stalling our line as well. We went 10 minutes with neither line moving. The lines grew to 12-15 PO'ed people. I put my drive on the counter and said, 'your manager needs to be fired', to the cashier on the way out. My friends were waiting at the front of the store and said about 5 other people stepped out of line and put their purchases back. I wasn't going back there anyway but now I hope CC goes out of business.

It's not just America. At my last job here in the UK I went for 3 years without a raise, even after my work secured the company a £5 million contract just when they needed it most. I quit after that and I'm told it took three people to do my job. What a bunch of jerks they were. I make more at my current job, though not much more...but at least I feel appreciated here.
