Hello all, im now at the nvc stage of this, i payed the fees, now i dont make enough money to be a sponsor, i have  a joint sponsor. Do we submit this application online? Im confused, and do i have to submit one as well? Ive never filed taxes. what documents does my joint sponsor need to prove how much they make?

You should consult a lawyer immediately. I am currently at NVC Stage already. They for sure require Previous Year taxes documentation does not matter how much you have made. 
Going with a joint sponsor is really a good option, but you will be required to submit there Federal Tax information as well.. 
We really don't know the details of case and paperwork that you have submitted but a lawyer can assist in case specific situation and can tell you how to go around. It better if you submit an authentic documents which is defend able in your case

The NVC website reflects details regarding what you will need to submit.  Both the financial forms/documents will need to be submitted concurrently with your civil documents.

I-864ez will be required along with the appropriate I-864s

Expand the section titled "Complete an Affidavit of Support form" to see details on what forms are relevant and who must complete them. The "Obtain Financial Evidence" section will show you what tax documents / financial evidence you must gather for your specific situation.
 

The "Collect Supporting Documents" segment also has a "Document Finder" dropdown - select the intending immigrant's country to confirm what civil documents will be required.
