Possible application delat

Hi everyone

So my fiance and I submitted a K1 application on December 6th and got an NOA1 notification email on Dec 9th. We live in South Korea and have been waiting for the physical copy of this notice in the mail, which hasn't arrived. Today we checked the receipt from our Email NOA1 and found this message:

Document was returned to USCIS. On December 22nd 2016 the post office returned your document to us. We will hold your document for 180 days, or until June 20th 2017. Please go to www.uscis.gov/e-request to request that we resend the document to you.

It seems the check we sent through also hasn't been cashed yet. It's Sunday, right now, so we're a little worried and obviously there's no office to call right now, so could anybody here help us answer some questions:

1. If the post office was trying to send us the physical NOA1 to our Korean address, and it got blocked and returned for whatever reason, does this delay our actual application? Is it just that we haven't received our paper NOA1 or have we just lost 17 days in our application process?

2. Why wouldn't they have taken out the money yet?

Thanks in advance for any help.
