Federal government is back to work on Dec 27th, yes, but quite a few probably took vacation/holiday leave as is common around holidays. Limited work gets done between Thanksgiving, end of November, until middle of January. And I speak as a government employee for the past 10+ years. The manpower just isn't available during the holidays... way of life in the USA.

Wife US Citizen/Husband UK Citizen
