Instructions to N-400 say that you can file if:

"You have lived within the state or USCIS district where you claim residence for at least 3 months prior to filing;"

But can I move after I have already filed and the fingerprints are taken? Or it will delay? Moving from ND to WA.

I think it shouldn't be a problem. I filed in San Diego in May, was fingerprinted in June and moved to San Jose in August. Once I moved, I submitted AR-11 and called USCIS to make sure my application is updated with the new address. I had my interview in late October and became US citizen on November 17th. Granted, I moved within one state (California), but to a different USCIS district...
