Entering US while case pending

This is actually a hypothetical scenario but your answer will help me plan/understand what to do in the future.

So I am a USC (by marriage), my parents are GC (my petition).

We want to bring my sister, who is over 21, unmarried. Not from China, India, the Philippines, or Mexico.

Q1. Am I correct to think that if my parents petition for her, my sister is put into F2B category?

And if I petition for her, is she in F4 category?

Q2. Can my sister enter the US for travel, business trips, or just visiting us for a short period of time WHILE there is a pending immigration petition for her?

Does this complicate the non-resident intent of her tourist visa?

Her petition will take very long several years and I don't want to jeopardize her traveling back and forth the US. She has to travel for her work (mostly business trips lasting 1-2 weeks) and wants to visit me every now and then.

Q3. From purely processing time standpoint, does it make sense for my parents to apply for citizenship, then petition for my sister as F1 category?

I know my parents will have to meet 5yr min. before applying but then considering F4 could take around 13 years...well.
