Can I file a CR-1 for my girlfriend(soon-to-be wife) thats under 18?

I'm 19 and my girlfriend is 17. She is in Pakistan and I'm a US Citizen. We've been in a relationship for more than a year. I want to marry her and bring her over to the USA. I can arrange for a sponsor for a support letter (my brother) and our families have both agreed to the marriage. The reason why I'm rushing is because she wants to study in the USA.

Our marriage will be legal according to Pakistani law because the minimum age for females is 16.

Does she have to be 18 for me to marry her and then petition her, or can we start right away when she's 17? I want her to get here before the 2018 spring semester starts.


I know some people might have an issue with the age. However, getting married at this age is normal for our culture. My girlfriend is very eager to get married and we have support from our families. Please do not bring anything pertaining to forced marriage in the topic, both of us are agreeing to this of our own choice. Thank you.
