my fiancée is having a problem making a bank draft payment from Abu Dhabi for the S-pore Cert.Of Clearance to come to the US. There's banks in Abu Dhabi with subsidiaries in S-pore but they won't let her open an acct because her salary is not high enough and they are asking for utility bills and all kinds of stuff! She is from the Philippines and worked in S-pore for yrs, but now working in Abu Dhabi. Has anyone ever ran into this problem? The bank draft is the only option on the S-pore Police Force instructions if the application is sent by post.

Processing fee for each application is S$55.00. An additional overseas postage fee of S$5.00 applies for applications via post from other countries.


Payment can be made by cash, NETS and credit cards (VISA/MASTERCARD), bank draft or personal cheque at the COC counter. Only bank drafts and personal cheque denominated in Singapore Dollars will be accepted.


For applications by post, payment can be made with a bank draft made payable to 'Head Criminal Records CID' through a financial institution with a subsidiary bank based in Singapore for clearance.


Payments received are non-refundable once the application is accepted.

Hello Pch1,

you're situation is a bit different from ours, as your fiancée is in S-pore and able to do the payment at the counter. By post from Abu Dhabi is a completely diff. thing? Hopefully the embassy in S-pore is much better than the one in Abu Dhabi for your sake? The I-129 and NOA1?NOA2 is a breeze compared to what we're experiencing with the embassy. It doesn't help that my fiancée has worked in S-pore/Saudi Arabia and now, UAE over the years. Wish you well, i'll keep you posted on this, if you want?

I am just wondering, they don't offer other means of payments? I wonder if banks offer money orders or cashiers check, also, can't anyone else send a payment on your fiance behalf along with the application for the the certificate? I know SG ia tough and require few things along withe the application when it comes to issuing such certificate.

In my fiance's case, she is can't apply for certificate as of yet until she have a case number and official documents showing the K1 visa and embassy request for clearance, and the certificate will take at least 10 days to be issued.

I have a filipina friend in Dubai, she go her interview this month...she started the process around the end of November or last year, that is almost five months which is not bad.
