Receipt Notice (NOA) not received....?

Hi, ... Let me first say thanks for the opportunity given to access such an informative and friendly website which I found last night Mar. 09th ... And I have read and can relate to most of the information the users have shared... I am trying not to worry about my ROC application because I believe everything is ok .... But I was wondering if anyone could shed any light on

My concern as I never received my NOA and the USCIS received my case 08/04/2015 ... I did receive my Biometrics appointment letter and a date set for 08/28/2016 and I had to reschedule that appointment because I had a second surgery done on my wrist that I fractured at work .......(my Biometrics appointment reschedule date was 09/23/2015)....the status on the USCIS website said that I should call if I didnt receive my NOA by Sept. 30th...2015 Which I did some time early October 2015 and I was transferred to an Officer who calmly assured me that my case was on "his desk and he sees nothing out of place or missing".. When I ask about my NOA he said sometimes the error might have been on their part and/or not sent or maybe it was lost in transition (Mail I assumed) ... He then assured me again that once my case was received my status was extended by a year until 08/04/2016 .. So I should wait. .... I am trying to be very patient but I need to know if this is normal/abnormal that I didn't receive my NOA. ...
